This is the Wikimedia packagist mirror. Still a beta/work in progress.

Enable it with: 

$ composer config -g repos.packagist composer https://packagist-mirror.wmcloud.org

If it causes problems, disable it with: 
$ composer config -g --unset repos.packagist
